Strategic Development 2006-2007
The long term/specific objectives of the Programme were stated in page 3 of this report. In order to enhance implementation of these objectives, strategic developments during the period of 2006-2007 should focus on:
- balancing the Programme with a steady number of residential/online training activities falling within the ILO strategic objectives;
- support the development and strengthening of specialized technical departments in labour organizations within the strategic areas of the Programme and develop core curricula which are continuously adapted to the regional needs;
- support the merger between the ICFTU and WCL with appropriate training programmes and develop specific workers' approaches/visions in terms of methodologies and course contents, so as to contribute to the development of a new trade union international organisation;
- develop and support regional educational networks as part of a global labour education network;
- further develop SoliComm as a trade union communication platform;
- contribute to the development of an ACTRAV supported symposium on labour education;
- link ACTRAV training activities to the Conference agenda;
- putting systematically emphasis on gender mainstreaming;
- achieve a target of 50% of women participation in the overall delivery of the Programme;
- involve and integrate the Workers Education Regional Advisers in the ACTRAV Turin programme for the delivery of workers education activities at national, sub-regional and regional levels;
- further integrating the Programme with global/regional activities of ACTRAV with the support of information technology, including an ACTRAV library/resource centre/data base on labour education;
- integrate distance education with residential training;
- provision of credentials such as the International Computer Driving Licence;
- finalization of a joint provision of degrees with labour-oriented universities;
- develop the technological support and the necessary means for providing labour education;
- increasing contacts with trade union organizations (study visits, resource persons, observers in training activities etc.) aiming at developing discussions and exchanges of different trade union practices;
- the ACTRAV Programme for Europe has to be included in the regular budget of the Centre;
- strengthen the delivery of the activities for the Arab Region;
- further develop the regional programme for the Arab States with the support of a regional training project;
- develop joint activities for trade unions from developing and industrialised countries and within the framework of South-South co-operation (globalisation and migration);
- developing the capacity of trade union organisations to use and participate in the creation of open source (free) technologies;
- produce more relevant multilingual training manuals and materials (library on-line and new packages plus fact sheets on specific subjects) on the main technical areas of the Programme, as well as on current issues;
- strengthening sector-oriented activities;
- develop, on a regular basis, residential and on-line training programmes for the Pacific and Caribbean sub-regions;
- improving follow-up activities in close collaboration with the ACTRAV specialists within SROs and ACTRAV/Geneva. In order to strengthen this process, specific follow-up activities at country level should be developed in close consultation with the specialists (assessment of capacity building);
- playing an important role in ACTRAV staff training with the delivery of a permanent/well planned programme;
- provide more technical consultations and services to the Bureau for Workers' Activities;
- further develop bi-tripartite courses;
- development of combined residential and on-line education;
- contribute to the integration of the Turin Centre with the ILO.
