Follow-up and Evaluation Seminar on

Occupational Safety, Health and the Environment

Asia and the Pacific - English - 1 week

Bangkok, Thailand

COURSE DESCRIPTION

 

1. BACKGROUND

A total of 14 participants from trade union organizations in Asia and the Pacific attended and successfully completed the Centre's five week training programme, A3-2387: Trade Union Training on Occupational Safety, Health and the Environment, held in Turin from 15 October to 09 November 2001 (with the study visit to JILAF, Japan in the final week of the programme).

Upon completion of this programme the participants gave demonstrable evidence of their learning gains in relation to the programme’s immediate objectives. More specifically, they became able to:

b) Grasp the importance of ILO core labour standards in the context of globalization and in particular utilize the ILO Declaration on F.P.R.W.;

c) Know major international instruments and measures concerning OSHE, including particularly relevant International Labour Conventions and Recommendations, and how to implement those instruments and measures in practice;

a) Identify the causes and consequences of major OSHE problems;

d) Analyze strengths and weaknesses of their OSHE programmes and institutional settings at national/industrial/workplace levels, and identify priority issues;

e) Identify the core issues and agendas in the global campaign against HIV/AIDS, child labour and gender discrimination, and understand specific roles of workers’ organizations at workplaces;

f) Locate a range of supporting materials and resources available for OSHE issues in order to facilitate relevant studies and researches on the subject;

g) Understand effectiveness and practical application of information technologies for trade unions and use of Internet and other basic computer software; and

h) Design, or upgrade, trade union policies and training programmes on OSHE to improve overall capacities and programmes of the trade unions in dealing with this subject area, with a special attention to women workers’ needs; and

As one of the important outputs of this programme, all participants developed an individual work plan on the subject related to OSHE. Now, after two years, the matter of concerns is to what extents the participants could implement their work plans and could make contributions to achieving the development objectives of the course, i.e.:

1) Strengthening the participants’ general capacity in the areas of OSHE, with particular focus on consolidating the role of OSHE departments and/or officers in charge within the national center and the different branches of the organizations;

2) Developing more systematic trade union policies and training programmes on OSHE at national level; and

3) Promoting the level of understanding amongst union officials on the issue of OSHE at stake and institutional arrangements concerning OSHE at workplaces.

This follow-up and evaluation seminar is therefore aimed at assessing the extent to which these development objectives were, or are being, achieved. The major focus will be placed on the extent to which the trade union organizations represented at the programme have adopted and implemented the participants’ work-plans. In addition the seminar will assess the current training needs of the trade unions in Asia and the Pacific region in the area of OSHE.

 

2. OBJECTIVES

The immediate objectives of this follow-up and evaluation seminar are set as follows:

To review the level of implementation of work-plans designed by the participants;

To assess the contributions of the ACTRAV/Turin Training Programme (A3-2387/2001) to (a) the personal development of the participants' skills and expertises in the field of OSHE, (b) the institutional developments within his/her organizations on the subject areas, and (c) quantitative and qualitative improvements over the OSHE situations in their respective countries/industries/workplaces;

To update and further enhance the participants’ skill and expertise on the issue of OSHE; and

To identify new and continuing training needs of the participants' countries/ organizations in the field of OSHE.

 

3. STRUCTURE AND CONTENT

The seminar will include the following sections:

Update on ILO/ACTRAV/Turin Training Programme and Education Materials

Participants will be briefed on the latest development and future planning of the ILO/ACTRAV/Turin training programmes, particularly in the area of OSHE, and on the new education/training materials produced by ILO/ACTRAV/Turin.

Assessment of work plan implementation

Each participant will prepare and present a progress report on work plan implementation. The report should include, among other things, the following elements:

Progress made in the implementation of his/her work-plan developed during the 2001 training programme in Turin;

Problems and/or difficulties encountered during the implementation of the work plan;

An assessment of how the 2001 training programme has affected/ influenced the participants’ subsequent work in the trade union movement, as well as the institutional capacity/arrangements of their organization in the area of OSHE; and

A listing of the major training needs of his/her organizations in the field of OSHE.

Participant presentation of training sessions

Each participant will organize a short training programme for the other participants on a specific topic of his/her own choice related to OSHE using his/her experiences and knowledge acquired through and after the 2001 programme. Participants are recommended to utilize the materials used in the 2001 course as well as their own training materials developed within their organizations.

Introduction of new developments/activities in the region related to OSHE

The seminar will invite resource persons to discuss some of the current OSHE issues. The major attentions will be made to:

ILO standards-related activities in the area of OSHE (ILC/91)

ILO Code of Practice on HIV/AIDS;

ILO OSH Management System; and

OSH in informal economy and for migrant workers

Assessment of training needs

The participants will discuss the priority agenda for trade unions in the region concerning OSHE, and try to identify the training needs of their members. The outcome of the session will be taken into considerations by the ACTRAV/Turin in their organizing future training programmes on OSHE for the region.

New work plan for future actions

The participants will discuss as a group a new action plan for their future actions. The action plan is to be adopted at the end of the seminar, which will become the basis for their future actions in the area of OSHE.

Evaluation

All the activities included in the seminar will be reviewed and evaluated by the end-of-seminar evaluation, both in written questionnaire and oral interview.

 

4. PARTICIPANTS

This seminar will be addressed to the participants who attended the following training course organized by ITCILO/ACTRAV:

A3-2387: Trade Union Training on OSHE

Turin, Geneva and Japan

15 October to 09 November 2001

The list of the expected participants is attached in Annex 3. Due to the nature of this follow-up programme, no substitute will be accepted in this course.

 

5. METHODOLOGY

As was the case in the 2001 programme, the learning methods used in the seminar will acknowledge the participant’ level of competence and experience. Active learning methods will be employed throughout the seminar, which will require the participants to fully involve themselves in all the training activities.

 

6. SUPPORT MATERIALS

Training materials, such as modules, handouts, booklets, etc., will be distributed to the participants. Each participant is also requested to prepare copies of their own training material.

 

7. LANGUAGE

The seminar will be conducted in English.

 

8. TIME PERIOD AND VENUE

The seminar will be scheduled for one working week, from 29 September to 3 October 2003 in Bangkok, Thailand. The venue will be announced in due course.

Annex 1

 

Prerequisites for Participation

 

1. Progress Report

Each participant is required to prepare a progress report on implementation of work plan. The report should include, among other things, the following elements:

Efforts, progresses and achievements made in implementation of his/her work-plan developed in the 2001 programme;

Problems and/or difficulties encountered in the process of implementation of the work-plan;

Assessment on the extent the 2001 training course has influenced his/her subsequent work in the trade union movement and has contributed to the formation /development of policies and institutional arrangements of their organizations in the area of OSHE; and

Current OSHE agenda/problems for the members of their organizations, and a list of the major training needs in the area of OSHE.

 

 

2. Planning for Training Session

During the course, each participant will be asked to organize a short training session (in a small group) on a specific OSHE subject of his or her own choosing. The time for a session is approximately 60 minutes.

For this purpose, the participants are required to prepare a programme description, including specific contents of his/her session, and materials necessary for presentation (PowerPoint documents, resource materials, etc.). It is highly recommended that the subject for the session is related to the subject of his/her work plan, or to the specific activities she/he has implemented during the post-course period.

When visiting the websites, they should try to find information and resource materials on OSHE that are of particular interests for the current needs of their organizations in the area of OSHE.

 

 

4. Documents/Training Materials

The participants are requested to bring:

Training materials, in any forms, creased or being used by their trade union in the subject area;

Trade union publications which carry articles related to the subject.

Annex 2

ADMINISTRATIVE ARRANGEMENTS

 

1. Travel and transport

Each participant will be provided with a round-trip air-ticket (economy class/excursion fare) between his/her home country and Bangkok. Please note that the costs of domestic transportation and any other costs incurred in the participants’ home country cannot be met by the organizers.

Air-tickets are to be made available to participants through the local ILO, FES or an airline office.

Participants are requested to adhere to the routings as arranged by the organizer and are advised to reconfirm their flights prior to their departure. It should be emphasized that any deviation in the journey made by participants will be at their own expense.

 

2. Passports, visas and health documents

Participants should ensure that they have all the necessary travel and health documents including a valid passport and any necessary visas to enable them to enter and remain in Thailand for the duration of the seminar.

The cost of passport, visas, vaccinations or inoculations and health documents cannot be met by the organizers.

For details, please check with the nearest Consulate of the Government of Thailand and the Consulate of any other countries you may be passing through on your way to and from Thailand.

 

3. Sickness or accident

In case of accident or sickness during the course, participants should notice the ILO staff immediately. No responsibility will be accepted by the organizers for any cost arising out of sickness, injury, temporary or permanent disability, death and third party liability risks of any of the participants during their travel and participation in the seminar. It is therefore the participants' responsibility to take out any insurance policy they may deem necessary.

 

4. Luggage

The organizers will not be responsible for any loss or damage to luggage, and it is therefore advisable that participants should undertake at their own expense an insurance policy for any such loss for the period of absence from their countries.

The organizers will not be responsible for excess baggage.

 

5. Venue, accommodation and subsistence allowance

The seminar will be held in Bangkok, Thailand. The name and address of the venue will be communicated to the participants as soon as it is decided.

The costs of board and lodging in Bangkok for the duration of the programme will be borne by the organizers. The participants should cover local transportation, other incidental costs and personal expenses while in Thailand as well as during their journey.

Participants are required to attend the seminar without interruption.

 

6. Summary

In sum, the following costs of participation will be met by the organizers:

International flights to/from Bangkok, including the airport taxes;

Transportation between the Bangkok Airport and the hotel in Bangkok at the time of arrival and departure; and

Accommodation in Bangkok (with full board).

The organizations will not cover such costs as:

A) Travel and health documents (passport, visa, vaccination, health check, etc.);

B) Domestic transportations within the participants’ home country; and

C) Any personal spending (telephone, laundry, etc.)
